Here is an Android app that can convert text to speech offline, i.e., without using the internet. Simply download the app from the Google Play Store and install it on your mobile phone. When the app first opens, it may take some time, as it is loading the TTS engine initially.

Once the app is opened, simply input the text you want to convert into audio. You can also type the text if you want. You can change the speed and then click on Generate Voice. All text-to-speech conversion happens on your mobile phone, so it may take some time depending on the text length and the phone you are using. You do not require the internet to convert text to speech.

After the audio is ready, you can play and listen to it. Once the audio has been generated, you can save it. All saved audios appear in the Your Audio tab. You can rename the audio, share it, or save it on your mobile phone – it will be saved in the Downloads folder.

In the Voices tab, you can check voice samples before subscribing. All these voices sound great, so please do give it a try.
