Here is a free way to convert multiple scanned images into a single PDF file. All you have to do is go to the following link and download the Python Application. You can either run the Python installation or simply download the exe file.

Once the file has been downloaded, open the folder and extract it to the desktop. Now from the application you can select individual images or an entire folder. Navigate to the image folder, select the folder, choose the location to save the PDF file, give it a name, and save. And then click on the Convert button. You will now have a PDF file.

Now from the application, navigate to the folder with images (you can also choose individual files) and then choose the location and name for the saved PDF.

However, please note that this exe file has been converted from the Python file, so on some PCs it might be detected as a virus. In that case, you can disable your antivirus or run it via the Python application. Also, if you see a prompt when opening the file, click on “More info” and then “Run anyway.” You may see this because the file does not have a certificate, which would actually cost some money.
